Grant applications are examined by a professional environmentalist committee of judges. Among the criteria by which the applications are assessed are the following:
· Importance of the designated issue according to a comprehensive national vision
· Level of urgency of the designated issue
· Additional resources available to the group of activists
· Environmental justice issues
· Scope of influence of the activities
· Number of people involved in the activities
In accordance with the SHELI Fund's general worldview, in addition to its financial resources, the SHELI Fund provides a number of tools to empower organizations active in the field. For example:
· Life and Environment- serves as the umbrella organization of over 95 organizations that deal with public health, sustainable development and public participation in planning.http://www.sviva.net/

project that offers activists services that include organizational consultation,

· Adam Teva v'Din (Israel Union for Environmental Defense) environmental
justice project - a project that offers legal aid to activist groups with limited
